Empty Raised Bed - where to start?

I'm very new to gardening and don't know where to start - my husband built two small raised beds in our garden last year but hasn't planted anything in it yet as he got too busy, so I have decided to plant some things in it myself!

There is some soil in it already that hasn't been touched in months. My questions are:

    1. Do I need to add some compost to the top and do anything else to prep the soil or can I start planting straight away?
    2. Is there anything I can plant now that will survive through winter?

Ideally I'd like to plant some flowers and (easy!) veg and herbs. I'd be really grateful for any tips, thanks!

Thanks for your reply, have attached a photo here! It's in the middle of our garden so it gets a lot of sun during the day.
