Flamingo Willow Transplant

Hello. I need help please. I want to transplant our Flamingo Willow, which is about 8 years old - see picture. Can you please offer advice? Should we wait until the leaves are off? If we wait, will the ground temperature perhaps be too cold? What about the roots? Does it matter if we can't manage to get a single root ball? Any suggestions about what to plant it in? I had assumed that I'll need a mix of manure with local soil. Thanks for any guidance!
